Overview

The Practice Builder/Senior Project Manager is well versed in the aviation/airports industry, especially in the FAA SW ADO region.  Ideally, this individual has existing relationships with air carrier and general aviation clients in Texas, Oklahoma, and New Mexico, with an emphasis on the Texas market.  In addition, this individual should be connected within the FAA and state aviation agencies.  From a project management perspective, the individual excels in managing complex projects with large budgets, requiring specialized consultants and sophisticated clients within the Aviation sector. This role demands expertise in contracts, risk management, and industry standards, along with the ability to balance conflicting demands and contribute to the firm's goals, including employee and business development. The Senior Project Manager is also responsible for the financial performance of projects, providing advanced financial analysis and strategic solutions, while actively leading marketing and business development efforts in the Aviation area. This is a full-time, salary, exempt position.  The candidate shall anticipate their time to split 65% on practice building/business development and 35% on project & client management.

Responsibilities

Practice Growth & Business Development

  • Lead and expand Parkhill's Aviation practice, strengthening relationships with air carrier and general aviation clients.
  • Develop and execute a strategic business development plan for Texas, Oklahoma, and New Mexico, with a primary focus on Texas, in collaboration with Parkhill's Marketing and Business Development Teams.
  • Represent Parkhill as a technical expert during client interviews, industry panels, and conferences.
  • Foster long-term client relationships and industry partnerships to position Parkhill as a leader in aviation design and planning.
  • Leverage Parkhill's multi-sector expertise to enhance service offerings for aviation clients.

Project Leadership & Execution

  • Oversee the full lifecycle of aviation projects, from initial marketing and contract negotiation to project completion.
  • Define project scope, budget, and schedules while ensuring compliance with FAA, TDOT, and other regulatory standards.
  • Lead project teams across multiple offices, integrating diverse technical disciplines for comprehensive solutions.
  • Manage and coordinate sub-consultant services, including contract negotiations, approvals, and invoicing.
  • Ensure adherence to Parkhill's project delivery process, optimizing efficiency and quality.

Financial & Risk Management

  • Utilize advanced project financial knowledge to maximize profitability, manage billing cycles, and oversee accounts receivable.
  • Participate in firm-wide financial projections and project evaluations to support organizational stability and valuation.
  • Proactively manage project risks, identifying potential issues early and implementing mitigation strategies.

Quality Assurance & Team Development

  • Ensure the completion of the Square 1 quality control process for all projects.
  • Serve as a mentor to junior and mid-level engineers, fostering a culture of professional growth.
  • Lead by example in team collaboration, communication, and problem-solving.
  • Develop and implement best practices for aviation design, staying ahead of industry trends and technological advancements.

 

 

Qualifications

Education & Licensure:

  • Bachelor's or Master’s degree in Civil Engineering from an accredited institution.
  • Licensed Professional Engineer (PE) in Texas, with the ability to obtain licensure in New Mexico and Oklahoma (current registration in all three states preferred). NCEES record required for reciprocity.

Experience & Technical Expertise:

  • 10+ years of aviation and airport design experience, with a proven track record in airfield planning, engineering, and construction administration.
  • Expert knowledge of FAA regulations, Advisory Circulars, and aviation industry best practices.
  • Proficiency in civil engineering project management, including scheduling, budgeting, and risk management.
  • Strong understanding of airfield infrastructure, including geometry, pavement design, grading & drainage, and lighting/NAVAIDs.

Public Sector & Regulatory Experience:

  • Experience working with federal, state, regional, and local public agencies on airport projects.
  • Familiarity with FAA grant programs, TDOT Aviation funding mechanisms, and other state-level funding sources.

Leadership & Business Development Skills:

  • Proven ability to develop and execute business strategies to expand aviation market presence.
  • Exceptional communication and negotiation skills to build and maintain client relationships.
  • Team leadership experience, with a track record of motivating and guiding project teams toward success.

Organizational & Strategic Thinking:

  • Ability to balance strategic vision with day-to-day operations, ensuring projects align with Parkhills long-term goals.
  • Strong delegation skills, with the ability to align teams toward common goals.
  • Ability to effectively prioritize tasks, balance leadership responsibilities, and maintain team efficiency.
