Overview

The Owner’s Representative Superintendent serves as the on-site leader acting on behalf of the project owner to oversee construction activities, ensure compliance with project goals, coordinate with the general contractors and subcontractors, and maintain quality, schedule, safety, and budget alignment. This role ensures that the owner’s interests are protected throughout all phases of construction.

Parkhill is one of the largest architectural and engineering firms in the Southwest with 14 offices located throughout Texas, New Mexico, and Oklahoma. 

Responsibilities

  • Represent the owner on the project site, ensuring all construction activities follow the approved plans, specifications, and contract documents.
  • Monitor day-to-day field operations, ensuring work is progressing safely, efficiently, and in alignment with the project schedule.
  • Participate in weekly construction meetings, reviewing progress, upcoming tasks, and coordination issues.
  • Oversee teams supporting site access control and safety oversight
  • Maintain strong communication with the architect, engineers, general contractors, and other stakeholders.
  • Identify and escalate conflicts, deficiencies, or delays; work with the project team to develop solutions.
  • Conduct regular site walks to evaluate workmanship, quality, and adherence to owner standards.
  • Review and verify compliance with building codes, safety requirements, and regulatory guidelines.
  • Confirm proper installation of building systems, structural components, and finishes.
  • Oversee punch list development and closeout activities.
  • Track project schedule milestones and identify variances.
  • Review contractor schedules and look-ahead plans to ensure project alignment.
  • Support review of change orders, RFIs, and submittals for owner approval.
  • Monitor potential cost impacts and provide insights to the owner's project manager.
  • Maintain detailed daily logs of site activities, manpower, weather, delays, and issues.
  • Provide weekly progress reports to the owner, highlighting risks and recommendations.
  • Verify that required inspections, testing, and documentation are completed on time.
  • Observe on-site safety practices and verify compliance with OSHA and project-specific safety plans.

Qualifications

  • Degree in Construction Management, Engineering, Architecture, or related field.
  • 8–15+ years of experience in construction supervision or field management (Superintendent, Senior Superintendent, or similar).
  • Experience with large-scale commercial, industrial, healthcare, data center, or multi-family developments.
  • Project experience from preconstruction through closeout.
  • Ability to read and interpret architectural, structural, civil, and MEP drawings.
  • Proficiency with project management software (Procore, Bluebeam, MS Project, Primavera P6, or similar).
  • Understanding of building codes, permitting processes, and regulatory requirements.
  • Safety certifications (OSHA 30, CPR/First Aid).
  • Professional certifications such as CCM, PMP, or equivalent (a plus).
